The Washington Screenwriters Group is one of the most racist groups I have ever had the unfortunate opportunity to meet.  How can the DC Film Commission support this group or in any way be affiliated with them?  The group specifically does not welcome African-Americans. At one meeting I attended, the majority of its members went out of their way to avoid and ignore two new African American members. The host "forgot" to give them name badges while other members alienated and ostracize the new members.  I have never experienced or witnessed such a display of both blatant and subtle racism in the Washington DC metro area.
